It will cover
  1. The one campaign, one ad set, three ads, one form structure
  2. Naming so your reports read themselves
  3. Objective, Housing category and budget at the campaign level
  4. Leaving it as a draft and how to confirm nothing will spend
This chapter is complete without it. Every step is written out on this page.

What you're building

A draft Leads campaign in Meta Ads Manager with Housing declared, named with a convention, and laid out as one campaign, one ad set, up to three ads and one instant form.

Why it matters

A simple structure gives Meta one pool of budget to learn from and gives you one clean number per ad. Splitting a small budget across several ad sets starves each one and makes 14 days of data unreadable.

What you need

  • Your campaign brief (chapter 1), market and budget (chapter 2)
  • Access to the ad account with permission to create ads
  • The compliance checklist (chapter 4)

Time and cost

Time
20 to 30 minutes
Cost
$0

Drafts do not spend. Spending starts only after you publish and Meta approves the ads, with the campaign on.

Step by step

  1. Start a Leads campaign

In Ads Manager click + Create, select Leads, click Continue. Meta may show a notice that you are starting with an Advantage+ leads campaign; click OK or Don't show again. You may also see a campaign score on the right; it is a prediction, not a result.

Check: You are in the campaign editor and the objective reads Leads.

  2. Name the campaign and declare Housing

    1. Set the campaign name using GOAL_Market_YYYY-MM, for example SELLER_CoastalCounty_2026-11.
    2. In Special Ad Categories, choose Housing and set Countries to United States.
    3. Leave any A/B test option off. You will compare ads inside one ad set.

Check: The campaign name follows the convention and Housing is shown.

  3. Set one daily budget

Enter the daily budget from chapter 2. Depending on your account, Meta shows budget at the campaign level (campaign budget) or at the ad set level. With one ad set, either produces the same result. Use a daily budget, not lifetime, so the spend per day matches your tracker.

Check: One daily budget is set, in one place only.

  4. Save and close as a draft

Do not click Publish. Meta saves campaign edits as drafts when you close the editor, and you publish later from the review and publish step. Close the editor, then find the campaign in the Campaigns tab. It should show as a draft or as not delivering.

Check: The Campaigns tab shows the campaign name with a draft or off status and $0.00 amount spent.

  5. Write down the full structure before building the ad set

Copy the campaign structure template and fill in your names. Chapters 6 to 8 build each layer in that order.

Check: You have a filled-in structure with every name decided.

What success looks like

  • A draft Leads campaign named by convention
  • Housing and United States declared
  • One daily budget, start date not today
  • Amount spent: $0.00

How to test it

Refresh Ads Manager. Filter by the campaign name. Confirm: objective Leads, Special Ad Category Housing, one budget, amount spent $0.00, and status draft or off.

Troubleshooting

Meta pushes me into Advantage+ settings I did not choose.

Meta's current flow starts Leads campaigns as Advantage+ leads campaigns. Keep the defaults that do not conflict with Housing; the Housing category still applies its audience limits.

I accidentally clicked Publish.

Go to the Campaigns tab and switch the campaign toggle off immediately. Ads in review still will not deliver while the campaign is off. Then check Amount spent.

I cannot find where the budget goes.

Look in the campaign panel first, then the ad set panel. Meta's layout varies by account. Use one location only.

Advanced technical details

Optional. You can follow every step above without these.

Technical detailsWhat could not be verified

In the Marketing API the equivalent object is a campaign with objective: OUTCOME_LEADS, special_ad_categories: ["HOUSING"], special_ad_category_country: ["US"] and status: PAUSED, which is the API's way of creating something that cannot spend until you change it.
